The Bridge Orbweb spider is in the same family as the Garden Spider (Araneidae, Orbweb Spiders). This spider builds its web near water - on bridges, fences, buildings etc. Their webs are rarely on vegetation. This one was found on one of the ornamental bridges over the lake. The one below looks like it is floating in mid-air, but it is resting on its near invisible web.
